S.D. politicians stance on abortion

The state of South Dakota is trying to legislate a new law to outlaw abortions under almost all circumstances. One of the biggest supporters of this initiative is Bill Napoli, a member of the South Dakota Senate and (surprise, surprise) a Republican. Napoli said exceptions could be made in certain circumstances. When asked for a scenario where abortion might be allowed, this was his response:
A real-life description to me would be a rape victim, brutally raped, savaged. The girl was a virgin. She was religious. She planned on saving her virginity until she was married. She was brutalized and raped, sodomized as bad as you can possibly make it, and is impregnated
So you see, he`s not unsympathetic towards rape victims. They`ll be allowed to have abortions- provided that they are religious virgins who were saving themselves for marriage. Is it too early to make a call on dumbest politician of the year?
