This is routine by the Russians.
However, Putin does nothing until after USA elections, because if Trump wins he wins.
If Harris wins, then he'll think negotiation. Unfortunately I think any settlement means Russia gets at least a small piece of Ukraine so Putin can save face and claim some sort of victory. If he can't save face he will be happy to throw as many young Russian men into the meat grinder as long as he can.
