Marijuana isn't an illegal drug for one, but it is indeed on the list.
My question is more to do with how they determine harm to others vs. harm to user. Personally, I think this is an arbitrary list created by someone who has a serious hate on for alcohol. Crack-Cocaine is way worse than alcohol.
What are the rates of which we're looking at harm and comparing it to?
This needs more evidence otherwise it's at risk of being biased.
But by all means, let's discuss

Science is dripping in as more studies are being allowed
What angers me is that all science had to do was do studies in counties where psychedelics were legal
but no one would give research grants and scientists were afraid of being blackballed - all that in a free country
