Actually on a serious note... this may provide some insight into what I've always suspected... he is incapable of making his own decisions and is merely a puppet whose strings are pulled by the GOP senior people. When he is being decisive, it is only because senior leadership has told him to do so. This would confirm W really has no clue (on really anything)

I once had a Physics professor who went to the bathroom while still having his wireless mic on (just like in Naked Gun!). The whole lecture hall got to hear the unzipping, the steady stream, the final drips, the re-zipping, and the mammoth flush!

Thank goodness Bush didn't do this ... with the entire UN listening!
