Good guess, but I think you're wrong on the car itself.
No doubt the picture is from Eastern Europe. The blue car in the driveway is an early 70's GAZ Volga 24:

Getting back to the custom wreck in question, the frame is that of a car derived form the Fiat 124, which includes the original Soviet Lada. The frame, steering wheel and instrument shroud is identical to the early 70's models ( with the round headlights) of this platform.
But I don't think it's a Lada, I think it's an authentic Fiat - if you compare the C-pillars, you'll notice that Lada has the ornamental black plastic vents acorss the entire C-pillar, as shown:

Whereas the car in this thread has a smaller insert within the pillar. Only one variant had this exact trim - the Fiat 124 T Special:
