Well they licensed legal brothels over 20 years ago, so this would be the next logical step.
Not to say there are not unlicensed brothels also happening below the regulatory radar.

I thought it was getting more progressive as Brisbane and the Gold Coast were holiday destinations for the rest of the country.

Yes, you are right. Folks from Sydney and Melba move north to Brissie, Gold and Sunshine coasts to holiday and retire. You should know from an official city name just over the border in north NSW- it is Surfers Paradise.
