Isn't this the type of thing the new Alert Ready emergency alert system is for? Or is that only if a child has been abducted?

They found her,I thought it was called amber alert

An Amber Alert is just one of the many things the Alert Ready emergency alert system is used for. My question is, why was an Amber Alert not issued in this case?
