I am thinking of getting another Play station for the basement . What is the real difference between Playstation 3 and 4 ?

The games usually start using the full graphics ability if the next gen console later on in its life.

Nope, only plays PS4 games.

Good luck finding one, they are in very scarce supply at the moment.

For the reasons noted above, get a PS3. By the time the 5 comes out, the P$4 will be more affordable, available, and it's games (of which there will be more of) will be using its full abilities.

I'm so glad I'm not a teenager these days or being a parent to one. Damn kids would want every console that came out, every game, every controller, every accessory.
No thanks.

I even regret buying my PS3, but it comes in handy for watching things off of a USB device. Not buying any consoles ever again. Waste.
Two of my friends are hardcore gamers swear not to get the PS4 because of the lack of backwards compatibility. Don't blame them one bit.
I would image Sony could easily make it backwards compatible, but capitalism dictates otherwise.

Backwards compatible will come in time but for starters they want people buying the new games, not playing their old ones.

Yeah, it takes about 2 years for that to happen.

I'd wait unless you absolutely must have the latest.
the other perk of waiting is usually a price drop as well. buying the first gen of anything is usually always a mistake.
