The judge decided they were at the stage of intent to traffic and had not actually trafficked the kids. It kinda like attempted murder. It may be clear you wanted to kill someone, but because you failed the full extent of the crime of murder and subsequent consequences did not happen.

Both pimps are women. Wonder if that had anything to do with the sentences.

The problem with our justice system (and I have some experience here ) is when your waiting for trial in custody every day is counted as two days, so if your in custody for a year its like serving two years in the eyes of the court. Now this isn't always the case but in the majority. The fact that they were women does tent to have a bearing.
