Callista, Elements will probably do everything you need for a fraction of the price of Photoshop. If you're just tweaking photos for your website, it's more than enough. Photoshop is a really powerful tool, but odds are, you'll never use 98% of it.
I'm a pretty serious photographer and have Elements, Photoshop and Lightroom... I use Elements for almost everything.
