Exactly right... that was the expectation back in those days. Not like today where many expect everyone else to make life better for them!

I saw these photos and others during a documentary on New York in the late 1870s, when it was a cesspool with no sanitation, waste and garbage waste deep in the street and disease ridden tenement slums in areas like Five Points, remember Gangs of New York. These photos are mild ones.
