They were drug cops. That makes them retail market inspectors who hafta carry guns, because the retailers and wholesalers do because they can't call cops if they're robbed. They're far from the brightest and best the police have.

We all know what keeps storage units from being constantly burgled are the many surveillance cams watching everything. But after cowboying awhile with no blowback, the working-brain shuts down, and they forgot.
