PayPal or Scam

I have a little bit of a dilemma and hopefully some of you that have first hand experience with PayPal can shed some light on this.

3 weeks ago (Nov 12th to be exact), I ordered something online and paid for the item using my verified PayPal account.

A week later, after not hearing anything about my item being shipped, I contacted the seller.
I received a reply explaining that payments take a bit to clear through the bank from PayPal and when it does the item will be sent to me by overnight delivery.

3 days later, I get another email from the seller saying the following:
I should know within the next few days if your payment has gone through. Paypal does take a bit as they accept payment fom the buyer,(you) however for those funds to clear with the sellers bank can take some time. It is a pain at times. I do apologise once again. I will stay in contact and let you know the status.
So, I waited another 4 days before contacting the seller again about the status of the shipment.

I received the following replay today:
Im so sorry for the delay.Pay Pal has new regulations which has made payments gone through pay pal held for up to 3 weeks or more. So even if it shows payment gone through Pay Pal funds wont go into my account for quite a while.
I have used PayPal many times before to send and to receive funds and when I was on the "seller end" of the transaction, I never had to wait this long for the funds to be deposited into my account.

Am I getting taken for a ride by the seller or does PayPal really take this long? :confused:

Paypal transactions are instant unless the account is funded by a bank account. In that situation, it takes 6-10 business days for Paypal to clear the item even though it is usually withdrawn from your bank account in 2-3 days. You should see in your Paypal account if it was an instant payment or an E-check.

You have 45 days from the original transaction date to file a Paypal claim. You still have a bit of time...but keep this deadline in mind if the seller drags this out for too much longer.

I have never heard of Paypal hanging on to your money for three weeks...that sounds pretty fishy to me.

I paid for it using my Credit Card and not my debit account, so it was an instant payment.

Thanks for letting me know about the 45 day rule. I wonder if the seller is trying to drag it out until then.....

you used your credit card therefore it was an instant payment! There should be no reason at all for the seller to be holding on to your item or your money!

I would ask nicely for a link to these "new regulations". I imagine you might find you get your item mailed right away...lol.

I use Paypal alot and have never received any notification from them that the rules have changed.

Maybe you bought something sexy and they are imagining you wearing it? :p

I have been in a similar situation before. The seller was trying to string me along, until the 45 day mark. I would contact the seller ask for shipment confirmation within three business days or you are filing a paypal dispute.

Paypal or scam? Paypal IS the scam. Paypal participates in the recession. Must be shutdown and taxed.

No, it shouldn't matter when the seller gets the money, he should ship the second you pay him via paypal. Just like every other seller online.

I would be contacting paypal asap to insure they are made aware of this situation. The sooner they know about it the better.

I've had situations where the seller disappeared and paypal refunded the money immediately.

Don't let this go, a few years back i ordered a cymbal for $200 from a seller kept giving me excuses like "i called the shipper and tried to track it down for you the f***ing lable fell off the found it in a warehouse blah blah blah" at the time i was working double shifts and had a bunch of personal things going on so i didn't notice the time passing until it was too late :(

don't let this go, if it's an ebay seller make sure you explain in the feedback the bs the seller is spouting. warn others

You've been scammed call paypal asap and if they don't assist, call your credit card provider and have them enter a dispute.
