An employer can unilaterly revise the terms & rules of employment when no contract exists.
I do not believe that her freedom of expression and freedom of association rights have been violated. She was not, for example, told that she would be fired for voting for Kerry, or that she could not have the bumper sticker in her car outside of company property. Had he made either request, he would have clearly crossed a line (although, in reality, employers can and do terminate staff for non-work issues if they feel that the behaviour could hurt the corporate image).
I'm sorry, but this is not a woman who sensible people should be going to bat for. This is just a pissing contest between two morons.
