Why can't governments do the same thing? Or is this another example of thinking of this as a matter of criminal justice, rather than as military action.

Isn't it obvious?! They can perform unconstitutional acts that violate our privacy, rights and freedoms without the red tape to meet their goals. I don't know about them and what they really stand for just bits and pieces. All I know is that I would give up my privacy to the government if it meant bringing down groups like the ISIS. Their movement is starting to grow big time worldwide...it kind of reminds me of the dexter syndrome.
