NHL: Phoenix to Quebec ?

Quebec sure thinks it is going to happen, or at least they are saying as much.
The city of Quebec apparently has the funding for a new arena. They claim to have crossed all the "t's and dotted all the i's" under their control.

It is almost a forgone conclusion that the Coyotes will not be in Phoenix much longer.
Whether it is Quebec or elsewhere, the NHL's days in Arizona are numbered in my opinion.

Seattle is only in the planning stage and do not have any money in the bank, at least that is how I understand it.

and Seatle arena is predicated upon getting an NBA franchise which isn't happening overnight. Phoenix is on FIRE now and needs a home now.

Don't you mean ∕ all their é's and ^ all their î's? I can't see Quebec City attracting too many players (sure some). In Montreal, the most bilingual city in Quebec, where the fans had an issue with an interim country not speaking French.
