Unlikely, he would have kept it to himself or not call any penalties on "his" team.
More likely he screwed up on an earlier call and felt the need to make it up.
Very rarely if ever does a ref over-turn a penalty call once they make one even though they know they screwed up.
They just find a make up call or give the team they screwed more leeway.
I think this is just over sensationalized. It's news because he said it into a mic.
There's also the public image for the integrity of the game. Particularly when the NHL wants the gambling revenue.
There's the counter argument that ref's shouldn't decide the games. Hence the acceptance for more leeway during the playoffs.
In effect making acceptable decisions based on conditions.
I think for the most part Ref's are not making calls with a conscious effort to screw one team more than another.
But in some games it may look that way.

This game management by the refs has been going on forever.......I'm sure it's no shock to the players.
Precisely this. Game management. Context also. So given this context it makes a whole lot more sense. What he should have done though was call one of those chippy plays rather than what he chose.
