You do not need the Members list to find a member to PM.

Simply go to the SEARCH screen, enter the name of the Member whom you are looking for and hit wnter. The search will produce threads in which the member participated. Go to one and open it. Then look for his/her name and hit the PM button. A bit of a process but is works.
