Appears to be in some middle eastern country based upon my (limited) experience. If he were successfully pulled over, he'd likely get off because he's some prince or something.

Not a middle eastern country as the steering is on the right. Could be Turkey... but I don't recall Turkey having such big highways but I could be wrong. Any Turks in here ?

This indeed was the case about 20 years ago. Now I imagine it would be something around $100 for a careless that did not result in an accident. For an impaired it's something like $500 or $1000 or even more, depending on make/model/year of your car.
It should be noted that Moscow is not really Russia. It's one of the most expensive cities in the world.

He is a good driver (skilled) to drive like that and not crash. Most of the morons on the DVP would not be able to change lanes like that at those speeds and not hit anything. A good example of how speed does not cause accidents IF one can handle the intensity.

...and it was a fun clip to watch as well, so Amber is correct there as well.

He was of course an irresponsible idiot to drive like that for no reason, but if he had gunmen chasing him, those driving skills could come in handy. Looks like something out of one of those Bourne action movies. He could make money as a stunt driver.

The driver in this video put hundreds - maybe thousands - of innocent people at significant risk of injury or death. There is no way that falls into any sane definition of "good driver". He's just fucking lucky someone didn't pull out in front of him.

That guy must have been going about 160 km from the quick view of the dash, at least twice the speed of other vehicles that allowed him to weave in and out with ease, but sure cut it close many times, all it would take is one truck to slam on the brakes and he would be crushed. Not my kind of a rush.

I actually agree with aj, he's a decent enough driver. But he's still a moron. All it would take is someone else on the road making a move at the wrong time that he was expecting and game over.
