Barr would have released anything criminal they could leak from the investigation.
They did, of course, try to leak the "it sends up clouds and shadows and suspicions" stuff before the election.
Rudy fucked it up, though.
He spent most of a year saying they were going to go after Hunter, so when they did try to inject it into the media, everyone was suspicious and didn't immediately go along - especially since the cover story for the info was so weird and suspicious.
