Looking For Cheap, local, reliable Webhosting

Like the title says, I'm looking for recommendations for a low-cost, reliable webhosting service...preferably local.

My current host is experiencing high latencies for several weeks now and does not appear to be able to resolve the latency or high server load issues.

I've working with http://myhosting.com/ in the past, very good service, lots of options and very affordable (and located downtown).

Super cheap is 8hosting.com, like $25 a year, limited options, but fastest tech support I've ever seen, but not sure where they're located (new jersey and UK I think).
