LL inactive and Does Not Exist Mean

If an ad on LL says "Ad does not exist" what does that mean as opposed to " no longer active"?
Does one mean she has taken the ad down completely and one is just inactive for later?
An ad for a provider I see regularly suddenly says "Ad Does Not Exist". she had two ads on LL and both say that. retired?
