This is pretty bad rumour-milling.
First, why would the US target itself if it could do this. They would get a lot more PR mileage (and less clean up costs ($60B and counting)) if they did it over some third world country (or France) where the US military could ride in to save the day and look like world heroes. Also, Bush is taking a beating over the response to Katrina, not exactly what you would call a set-up photo op. you would think the administartion would be more ready if it set it up.
