Since habeas is a constitutionally protected common law right, it cannot be legislatively cancelled. So I like the ruling

It's better than nothing, but banning all other avenues of redress and only allowing individual challenges is pretty shit.

I think you are underestimating how much "lost in the endless other fuck-ups" has worked to blunt any one thing gaining traction.

And it will then end in 1 of 3 ways - all bad for the govt. :

1. Garcia returns triumphantly and is paraded around and interviewed and talks about his poor family and how he saw fellow inmates beaten to death in El S, etc. For months.

2. Garcia is "lost" and the USSC gets very, very angry.

3. Garcia is dead and becomes a martyr.
Why would 2 result in the USSC getting very, very, angry?
They facilitated his release, but it didn't happen.
That's all the USSC required.

(We don't know. It may depend a lot on political pressure from the public.)

Judge needs to yank a few DoJ lawyers' permissions to appear in Fed Court and see what happens when the legal minions get their careers fucked over and nuked.

It could have been played far better as "No one we contacted had any idea where the fuck he is."
