A number of American pundits (Rich Lowry, Ramesh Ponnuru, Marc Thiessen, etc.) have drawn the same conclusion that John Ibbitson has described in the Globe and Mail: When it comes to implementing his policies, Trump had a successful 2017.

The Republican congress deserves credit for some of the measures (eg., tax reform) but there were other successes that almost certainly wouldn't have been achieved under a different president from either party.

Particularly noteworthy achievements that Trump deserves full credit for include:

- Pulling the U.S. out of the idiotic Paris agreement on climate change.

- Terminating the undemocratic "sue and settle" practice at the Environmental Protection Agency.

- Officially recognizing Jerusalem as the capital of Israel.

Trump and Clinton were both very polarizing figures with record levels of unpopularity. America would have had its "most unpopular president ever" regardless of the outcome in 2016.

Moreover, there's no reason to think the three initiatives that I cited are unpopular among the citizens who voted for Trump.

In the case of the Paris agreement, for example, it fulfilled a promise that Trump made to voters in 2016.

And pretty much every presidential candidate -- including Jimmy Carter and Barack Obama -- has promised to recognize Jerusalem as the capital of Israel. The distinguishing feature in Trump's case is that he is actually making good on the promise.

Don't forget the advances made at the VA. The Accountability Act passed the House 338-55 and the Senate unanimously.

The Presidency is not a popularity contest. It's about making decisions that are best for the country, even those that may seem unpopular. For example most Americans opposed (by almost 2:1) pulling out of the Paris Accord. However, very few of them know anything about what the Accord even means.
