If they want to return some population to backwoods country, they might also need to move schools and hospitals. It's like a catch-22

The easiest way is probably to keep Tokyo for a commercial hub, and establish a new capital somewhere else, just like Ottawa to Toronto, Canberra to Sydney, etc.
I think they were actually contemplating moving the capital to a northern small city. I don't think it's happening anytime soon but it would help revitalize the north of the country to some extent.

Winnipeg is in the middle of Canada but it is too far (compared to Ottawa) from the big cities of Montreal and Toronto.
Well, Manitoba could do the same if they want to -- keep Winnipeg as the largest city, while moving out the capital functions to some other city.

One benefit of having the capital and largest city separately is both cities become hobbyist friendly.
BC is another example -- I have some good memories in both Victoria and Vancouver

Boob Rae tried this with Ontario Ministries.
It was a disaster.
Manitoba tried it as well a few years ago. It was a total shit show. Moved a bunch of govt offices to tiny little towns hours away, what could possibly go wrong.
