China backed it because they thought Putin would win quickly and it would lay the rationale for an invasion of Taiwan.

You are absolutely correct. Without its oil and gas industry [ largely developed by Western Oil Giants- Shell, BP, Exxon etc.] and unfortunatly a nuclear arsenal they are no better than a 3rd world nation and would be largely irrelevand on the world scene.
