No President can choose their time, so I would throw that out of the equation. My criteria would be competence at the very least, intelligence, an ability to inspire, and the imagination and courage to react to the unexpected events that every President inevitably must face. The great Presidents rose above the difficulties facing them and took it to a higher plane. Lincoln being the best. George fails the test miserably in almost every category, and the goodwill he squandered throughout the world after 9/11 will follow us for years, as will the cost to ourselves. In fairness to him, there were more incompetent Presidents, we were just lucky enough that their influence and world events were relatively minor at the time.fuji said:So who was worse, in your opinion?
Did you read the article? I agree with one thing they said. If Bush had succeeded in some of the things he'd tried the judgement would be different. The article pointed out that several other "great" presidents had equally little respect for civil rights, and made equally cavalier judgement calls, only theirs worked out in the end.
The past two terms have been an unmitigated disaster for the United States both internationally and domestically. The question is, is that because of the president, or is he simply unlucky to have been president at this time?

The worst president in my lifetime was Carter. Best president was Raegan.
Carter was extraordinally naive, and would have had trouble inspiring a goldfish to swim from one side of a bowl to the other, but he was no dummy. The economy crapping out had more to do with doing him in than anything else. Still, Carter didn't leave us with any unsurmountable problems, he simply didn't have a realistic clue how to deal with them.
