I was there last December. My experience is limited to two independents I picked up at the Cafe Orleans and one girl from an agency, I forget which one. Before leaving I had researched the agencies and sent notes to several girls, some in Spanish, some in English and some in both languages. Only one girl answered, the one I saw. I wasn't at all disappointed in her but she was expensive and so I only saw her once. I called one of the agency girls while I was there. According to her bio she spoke English. When she answered I asked her in Spanish if she spoke English. I didn't understand her answser and so asked her again. Then she hung up.
Your choices are very limited if you do not speak some Spanish. But there is one agency which does not require Spanish. I forget now which one it is.
Anyway ... seemed safe to me. I had to register the girls at the hotel so I don't think that they could have gotten away with anything criminal. As to legal, I'd guess it must be or the hotel would have never let me take the girls to my room. (And, by the way, not all hotels allow "guests", so make sure you ask the hotel about "guests" before making your reservation. They are probably less fussy these days considering the economic crisis.) My memory on cost is real fuzzy but less than Toronto as I recall. But remember that your airfare will not be cheap. (And, I don't know about Toronto, but to get a direct flight from NYC you have to fly overnight, a real killer as far as I am concerned.)
In May I took one of the independents to Cancún for a week. Paid her $200 per night (including the nights she spent on an airplane). We are now trying to set something up for March. I've promised her between $150 and $200 for each night. (She's not a 10 but easy to look at and we get along well.)
