Just look up the players who played in the Pan Am games 4 years ago. I did this for my favourite event Athletics, only to find out that none of the athletes I like to watch participated:

I'm like: Who are these people? The winner of the 100m could not even run under 10 seconds??? Where are the elite Jamaican and US athletes?
I'd say that the best players in each country generally don't go, giving an opportunity for the next-to-best players to give a name for themselves. Occasionally, some of the best will participate. You probably won't find out until a week or so before the fact. Usain Bolt decided to run in the 4x100m relay in the CommonWealth games about a week or so before the games started, and then did not even run in the 100m or 200m which he is best at. Some will change their mind, and some will decide to go in the last minute. I know that none of the top 5 sprinters (all in Jamaica and US) will be there. I'm not keeping my fingers crossed, and thus not even going.
