Answer is probably wrong because it is always a trick question but I say 6
1 if you can just keep re-using the same ladder, you just ignore the ladders that are in place and keep pulling the original ladder up the holes as you go up
3 if you can't ignore the original ladders in place or can't double stack the ladders (climb up ladder 1, climb up ladder 2, pull up ladder 2, climb up ladder 2, then climb out of final ladder)
6 if you can't manipulate the ladders at all

13 14 15 16

5 6 7 8

If all ladders cannot be moved then do the following:
climb ladder (1)to room #8
walk across to room#7 and climb down ladder(2) to room#3
walk across to room#2 and climb ladder(3) to room#6
climb ladder(4) to room#10 and walk across to room#11
climb ladder(5) to room#15 and walk across to room #13
then climb ladder(6) to the roof!

Ah, I didn't notice the lady with the basket ..... so I guess you have to start at the bottom R corner ....
