Well duh!

The 1% income tax decrease doesn't have to be "cancelled" since it was never voted into law by Parliament. So that "cancellation", or more precisely, "non-implementation" is instantaneous.

The GST reduction on the other hand requires three readings in the House of Commons, committee debate, successful votes at all stages - and a similar procedure in the Senate.

Of course we do have this annoying and anti-democratic tradition in Canada of treating budget speeches as law and then having Parliament enact the legislation with retroactive effect to the moment of the speech - but still, until the law is passed there is no change to the tax rates.

Personally, I've always thought it was stupid that you were allowed to carry a certain amount of weed and it would be ok. Medicinal purposes aside.
Things have got to be legal OR illegal, not both.

No, because he's not changing anything. The bill introduced by Martin's government was never adopted. Harper isn't scrapping anything, he's just said he's not pursue that legislative initiative.
