Getting Tough on Body Rub Parlours

A concerted effort to crack down on body rub parlours, including those "masquerading as something else," is being recommended to city council.
The new approach would include using new powers given to cities under the Municipal Act and beefed-up enforcement, says a staff report that goes to a city council committee Wednesday.
The proposed changes would require "a much higher level of enforcement activity" than can be provided by current staffing in the clerk's department, says the report, which says Guelph is understaffed when it comes to licensing.
"If staffing levels are increased, the initial focus of licensing staff would be to regulate existing body rub parlours, flush out the ones masquerading as something else, and better control and regulate their activities," the report says.
"The degree of success in dealing with these businesses is dependent upon repeat inspections and active enforcement," it says. See Enforcement on Page 4
