Government housing waiting list

Apparently you get three chances when your name comes up. Does anyone know how long the wait for an apartment could be between the first second and third try? is it better to take the first apartment that comes up? any advice for a friend.

all the government housing in Toronto is Toronto housing the Provincial government down loaded it a while back
 
We've been told both versions but it depends on housing situation & need as it changes.
If there's medical or drastic change in domestic sitution or circumstance, you would get bump to top of queue. My elderly relative refused the first apt but after medical situation hospital social worker had the power to bump him to top of queue.

the waiting list is adjustable according to need , if you fit into one of the slots that is a very needy slot on the list ( I don't know what the priorites are) you do get bumped up, at the same time you can get bumped down by someone in worse shape than you
