Really Fred you are a lot smarter than that!
The question is not that the President not talk about his "Jobs Bill, but whether this is taxpayer-funded campaigning. The President is stating that this isn't campaigning and so it is ok to use government rather than reelection campaign funds, however, the language being used sure as the Devil sounds like campaigning.

GOPers are worried because Obama is going the kick GOP pompous arse from one end of the USA to the other on just this issue. They are now scurrying for cover on ways to silence him!
Considering that both of the parties are constantly on campaign, what the big deal? It's mountain/mole hill time.

The republican have realized that whenever Obama speaks, he makes the roster of republican candidates look like the dummies they are. They are clever in demanding him not to make speeches before the election.
