This kind of thing was happening much more in the lead up to Hong Kong's return to Chinese control back in '97. Very pregnant women were flying to many of the Western democracies to give birth. One enterprising Hong Kong native tried to arrange for a boat, registered as Canadian and outfitted with several delivery rooms to be docked somewhere in the colony. This way it would become a local trip for women to give birth on a Canadian vessel and thus have their kid be Canadian. The plan did not come to fruition.
