Huh? What did Central banks have to do with anything. It was European (U.K.) banks reporting lower rates by about .01%.

The U.S. Fed alerted the Bank of England to the issue and encouraged them to take action. They were slow to act but had nothing to do with the manipulation. Barclays paid large fines etc.
