I was shocked and amused to watch the ridiculous "Black Hawk Down". US and many other troops were found to be overtly racist and the leadership was found to be operating on a "hidden agenda", not one of helping the locals. Of the countries that sent

So many rogue soldiers.

They came to the conclusion that there were so many rogue soldiers that the culture wasn't rehabilitateable.
