That's an interesting culture shock.
PERB (Vancouver) has the exact same rule. Run by the same people, no? Have never seen it applied.
Services at MPs are discussed very openly. Heck, the LeoList ads in Vancouver are very explicit as to whether they provide FS or only HS.
It certainly makes it easier to make a decision based on what services you want.
Personally I want to avoid spas providing FS as there's a different expectation. It sure would be handy if a review board could be used to figure that out.
