While I understand the intent and I appreciate the initiative to solve some of the board's chat and identity problems, does this "threat" really have any teeth?

As a casual computer illiterate reader, its seems to be the grown-up equivalent of saying "my Dad can beat up your Dad".

Yes - but the idea is to inconvenience the culprit.
Once you have prepared the abuse file you can build on that and send it to the new ISP.

That's what I did with our famous spammer.
After I got him kicked off one server he regrouped and set up an an account with another host.
I sent an updated abuse file to his new host and he was kicked off that server as well.

Most ISPs or webshosts have no patience with problem accounts - they waste a lot of admin time, not to mention potential legal headaches.

If someone is creating problems on TERB chances are they are doing it at other internet sites, so there is a good chance you aren't the only complaining to the ISP.
