Let me guess, Russia is probably Europe's biggest supplier of coal as well. I believe France still gets about 70% of it's energy from nuclear power, so the rest of Europe has some hard decisions to make.

What would you expect them to do in the short run. In the longer run this will increase the move towards renewables which in the long run will be net positive but that does not happen overnight.

Germany's federal government is working to increase renewable energy commercialization, with a particular focus on offshore wind farms. A major challenge is the development of sufficient network capacities for transmitting the power generated in the North Sea to the large industrial consumers in southern parts of the country.

The technology to ‘scrub’ coal is very expensive. There were only two coal fired generating units (at Lambton) in Ontario which had scrubbers on them.
