The physical description is similar to a guy who came to see me in Kitchener a short while ago.
He didn't steal money from me, he was just a severe time waster and a real jerk. He started out by making a half hour appointment, then talked the whole time, and when his half hour was up he refused to leave and expected me to give him more time free of charge, I had to threaten to call in building security to get him out.
He later returned(he was calling me with payphones, so he slipped through my call block) and refused to pay full price, tried to get me to give him a 'discount'(he only wanted to pay $10), and was very belligerent about leaving. He only left when I reminded him he was at an incall where there were other people around, and I threatened to call someone in to help me deal with him. Then he just left, after using a few unkind words to describe me.

This should be interesting. We had some threads on how to trace phone calls and if it is a "throwaway" cellphone, the best that can be done is to trace it to the nearest tower. On the other hand, if he called from a landline with a listed name and address, then just do a reverse 411.
