The number plate look Russian to me...the 76 on the right side and a logo below on the right (russian flag): not clear but that is their style of plate.

I agree with your observation. The Yaroslavl Oblast is roughly 250 kilometers (160 miles) northeast of Moscow in the part of Russia known as "the Golden Ring."

Since he drives a Bentley, the odds are he will have connections, hence the fault of the accident will be the other car's driver. Any evidence such as the video will be ignored, if even officials are called in.
