Probably not. There are only 2 go-to cities in Canada - Toronto and Vancouver, unlike in the US where there are numerous major centers. Unless someone wants to live in North Bay or Winnipeg, your choices are limited.

The best it can be said is that cities further out in the EGH - i.e. Milton or Guelph - might divert some of the population growth.
