Do women with small racks really need to wear bras?

You guys are funny. My mom did a pencil test on my and when I failed I had to wear a bra.
Some A cups and many B cups are not exactly firm so they need support of move in most inappropriate ways.
Some nipples will show, either because of size, shape, or colour under some tops.
And many girls like padded bras.
"need" is all subjective. Some small cups look sexier in a bra, some small cups have nipples that over advertise and it feels better to get them under control.
"need" to me means to stop them from falling victim to gravity. And the answer is most do not, some do.

I like to slip my hand under my shirt occasionally to check in on the girls and it's amazing to feel how soft and warm they are without the pesky bra in the way. I don't need to wear a bra but I tend to do so because it look better in shirt than without a bra.

It feels really weird not wearing a bra out in public .....even when my boobs were smaller years ago ......I felt more comfortable in a bra ...One time i went to the store with no bra omg i was holding my boobs the whole time to stop them from jiggling haha won't do that again !
I'm a 30A (I'm forced to buy a 32A)...I do not wear a bra in day to day life because there is nothing to hold up. I basically only ever wore a bra for the padding... and then I gave up and excepted my flatness. I'm pretty sure they won't be sagging on me at any point.
Apart from the skid-mark and dribble issues, why does anyone wear any underwear? You already mentioned the support issue, which also applies for men although somewhat closer to the ground. But again, with practical considerations set aside, isn't it all just personal preferences?
The softness of the chosen undies is much nicer when rubbing against the skin than the material of most outer garments.
I would suggest this to be the same for men. Nothing quite as annoing as getting a hard on while going commando in a pair of jeans. That friggin zipper hurts.
