That a dashcam be installed in all city councilors cars .
Councilors cannot access the storage device.
They need to explain any time the camera stops working
or
Perhaps allow the non working status of said camera functions as an ignition interlock
That needs to be reset by an arms length authority.
Then we can say that the sauce for said goose is also same sauce for the gander.
I have had clients want to have me write late delivery penalty clauses in to construction contracts.
I point out that to be enforceable there needs to be a corresponding bonus for early completion.
One job went out that way. Contractor had a new city arena mostly finished, just awaiting long delivery of big cooling equipment due in the spring. Due to open August. Site still under their control.
They won the next job, rebuild a city park pavilion.
Aim delivery date June.

Sectioned old building to three parts, picked the three parts of the old pavilion up and trucked it to the half built arena.
Rebuilt pavilion it in a modular way under cover with limited heat, so some steps like paint refinish too time to cure, but did set alright. Most were epoxy paints
Demolished bad existing concrete footings at original site in a late winter thaw.
Laid lots of straw, tarps and propane fueled heaters and did winter concrete.
Footings done and cured mid March.
Moved the freed up straw and tarps to keep the haul road area with snow on bottom, still frozen
Laid lots of planking for crane
Building re-trucked to site in three parts, bolted up.
Finish paint the joints once caulked, lay a few shingles on the joints.
Sod laid up to edges by mid April and then invited councilors to a soft open.
We did inspection, issued certificate of substantial completion, and contractor invoiced for the due bonus,.
Invoice presented to the councilor who squawked for penalties at the soft open.
20K bonus on a 120k refurb contract.

I was just going to say this - how can the government tell a private business that can’t accept cash??????
That could well be the case. It may even be in societies best interest…. I’d be a lot more comfortable with him coming to that conclusion himself though, rather than a court.
