He is doing a good thing however, he doesn’t know the kind of fire I don’t think. Looks like a regular fire but not all fires are put out with water.
That's because you weren't there to advise and correct him.

Yes. The fireman with the little hose at the end must have felt like a bit of a twat. Kind of like cleaning up with a dust pan and brush.

I’m pretty sure that guy got a bushel and a half of shit after the fire was out. The incident took place in San Francisco, where the line of vehicles involved seemed to be RVs and various trucks the homeless use as living spaces. The water truck arrived just moments before the fire engine and immediately started spraying water on the fire without assessing the situation first.
Were there people in the truck cab or in the RV ahead of the burning truck? If someone was inside the cab when the water truck hit the fire with a sudden burst of water, the rapid steam production could have caused serious burns. The RV in front was also at risk, a sudden rush of steam could have shattered its back window, putting the occupants in danger of being scalded. A chemical foam fire suppressant may have been a better choice to extinguish the fire.
The water truck driver also didn't know what was inside the truck. There could have been propane tanks or gasoline containers that were already superheated from the fire. A sudden application of water might have caused these containers to rupture due to the extreme temperature difference. If the street was sloped, water could have carried burning flammable liquids downhill, creating more hazards.
The fire engine had parked several vehicle lengths away from the blaze, keeping a safer distance. The water truck and driver were in danger if there was an explosion. It’s likely the unionized firefighters were not pleased with the water truck stepping in to handle their job. Although I’m not a firefighter myself, I’ve completed a 200-hour course in fire management and suppression. Proper methods, equipment, and procedures are essential to prevent injuries and save lives in such situations.

All that being said. I am guessing the fire truck crew would probably have sprayed water on it.. Just a wild guess seeing as they reeled out a hose and that is what they were doing to the one wheel that was still burning.
