Is it actually possible to track someone's location solely through their cellphone using google earth? or some combination of tracking software without the target user knowing? A lot of you guys on this site seem to be very technologically savvy so any advice would be appreciated.

To track a cellphone a call doesn't necessarily have to be placed. When you turn on a cellphone it logs into the network via it's digital spid number (or something to that effect). This let's the network know that the cellphone is on, and ready to accept calls. Every cellphone has a unique serial number hence why if the authorities know a person's cell number, they can be located.
I know there are GPS enabled cellphones that allow home users to track them...not sure of the make model or method but I read somewhere that they were great for keeping track of your kids.....
Have you folks not heard of the tracking device placed in your rental car.
Its possible to track any communication device that anybody owns and you may never be aware.
So let me guess:
A rental car, by virtue of its horn (and even potentially-flashing lights) , is a "communication device" ??
