Cell Phone Advice Needed Please

I want to buy an unlocked smartphone that I can use here in Toronto on a prepaid plan and also take the phone to Peru and purchase a prepaid plan there from Claro. Is this possible, or do I need a different phone?

All this stuff about frequencies and networks is kind of confusing. The important things for me is the phone must work in Toronto and Lima and be unlocked. I know I will pay a lot for the phone, but I am fine with that, as I can shop around for the best plans.
