The perv they start their story with was immediately taken out of the classroom while investigations were going on. It seems that his actions didn't amount to criminal so I'm not surprised that it took a while for the professional organization to come to a legally suitable conclusion. My professional organization doesn't work much faster (and we pay twice what teachers pay).
The only issue that the article talks about is that Ontario is one of the few provinces where a professional body publicly posts disciplinary matters.
